Before Arthur Edward Waite and Pamela Colman Smith, the Italian Giovanni Vacchetta had already illustrated a Tarot deck fully through the Minor Arcana.

The deck - called by Giovanni Vacchetta “Naibi” - was not occult nor esoteric, inspired primarily by artistic and decorative reasons, and yet it predates the English school by ten years.
